Duanzhou District


Duanzhou District, the political, economic and cultural center of Zhaoqing, is located in the west-central of Guangdong Province and on the northern bank of the middle to lower part of Xijiang River. Under its jurisdiction are the Huanggang Township, Mugang Township, as well as four District Offices of City East, City South, City West and City North. It occupies a total area of 152.3 square kilometers, with a population of 375 thousand people, among which 344 thousand are permanent residents and the balance the floating population.


Duanzhou is a historic and cultural city at state-rank. It is rich in tourist resources. Tourist spots include the following: one river (the surrounding Xijiang), two lakes (Star Lake and Dinghu), three gorges (Sanrong Gorge, Dading Gorge, Gazelle Gorge), four pagodas (Chongxi, Wenming, Yuankui and Xunfeng), five towers (Yuejiang Lou, Piyun Lou, Liqiao Lou, Bohai Lou and Luwa Lou), as well as Mei’an Temple, Song City Wall, Imperial Palace and so on). The material resources of the District are equally abundant. It is the land of the famous Duan inkstone. It produces a variety of well-known plants such as the sword flower, Zhao seeds, gynura, specially products such as bone carving, sandalwood, wrapped and steamed dumplings as well as moon cakes.


Since 1988, under the leadership of the District's Party Committee and District Government, Duanzhou has experienced a steady economic growth and achieved remarkable social progress.


In the first place, the overall economic power of the place has been much enhanced. In 2007, its GDP stands at 5.77 billion Yuan, representing a growth of 15.8% over 2006. The relating rations of the primary, secondary and tertiary are 1.2:39:59.8, a drastic change from the 2006 rations of 1.3:38.3:60.4. Total financial revenue amounts to 554 million Yuan. Tax revenue stands at 330 million Yuan. Total fixed capital investment at 2007 stands at 2.32 billion Yuan, an increase of 61.3% of 2006. Investment of real estates mounts to 1.56 billion in 2007, an increase of 58.8% of 2006. Tax payment by the real estates industry is 212 million, representing a growth of 41.3% over 2006.


Investment promotion and external trade have registered great strides. In 2007, actual foreign investments amount to 87 million US dollars, representing an increase of 23.8% over that of the previous year. Export trade in 2007 stands at 512 million US dollars, representing an increase of 37.2% over that of 2006.


Private enterprises have also achieved considerable growth. In 2007, the number of private enterprises and sole proprietorships (in commerce and industry) reach 19166. Annual tax payment is 321 million, an increase of 15.6% of 2006.


Much prosperity is witnessed in the realm of wholesaling and retailing, large scale supermarkets including Suning Appliance and Grandbuy Time Square. Together with the following markets, namely Xijiang Fruit Wholesale Market, Metallic and Decorative Materials Market, Hepang Construction Materials Market, Xijiang Decorative Materials Market, Heping General Market, an efficient distributive network is established, giving considerable impetus to the development of the service industries.


Expectedly, the living standard of the district is fast rising. In 2007, the average disposable income of urban dwellers is 12 thousand Yuan while that of farmers 8.5 thousand Yuan, representing an increase of 6.3% and 7.4% respectively over 2006. In 2007, annual average wages of staff and workers amounts to 17 thousand Yuan, an increase of 8.5% that of 2006.


Meantime, various reforms are taking places in the public sector. By the end of 2005, 151 state-owned enterprises have undergone reforms to different degrees, covering 100% of the total. Social services and social security services such as unemployment, medical care, industrial injuries and birth care are further expanded to ensure that the needy get the right level of service and protection. The public administration has also undergone considerable reform, and so is public finance. Red tape is simplified, vetting and approval procedures being cut down significantly. In the realm of health care, a centralized tender system for drug supply is adopted and a network of hospitalization under medical insurance cover is implemented. Rural medical care is also improved, extending coverage to 98.2% of the rural population.


Remarkable progress is made in educational and scientific area. Examples include the following. The South China University of Technology has established the Duanzhou sub-division of its scientific park; the Guangdong University of Technology has built a workstation for its post-graduate students; the South China University of Technology's Net Education School has set up a branch. A Scientific Development Fund is also set up. All these lead to the District being awarded by the province as an "Advanced Scientific and Technological District". In the realm of education, similar progress is made. The school system comes under a process of rationalization and educational resources are re-distributed for better results. The notion of the rule of law is strengthened with a zero crime rate among the student population.


The above progress is achieved not without substantial effort. In the process, the district is guided by different philosophies fostered by the spirit of democracy and the rule of law, as well as by important thoughts such as those contained in the " Scientific Concept of Development ", the "Three Representatives" and so on. As a result of these ceaseless efforts, the District has won a lot of recognitions and awards such as "Advanced Cultural Enterprises Building" "Birth Control Superior Performance" "Effective Birth Control Campaign" "Advanced Children Care". Sub-districts of City West, City East and City North have also won the status of "Advanced Athletics Sub-districts".
